As you can see from the attached correspondence, the Town of Monroe, which is located in my congressional district, is very much concerned about the development of an evacuation plan.
The Town of Monroe is located three-forths of a mile from the Yankee Atomic Plant in Rowe, Massachusetts.
The selectmen clab that the town is a " victim of geography and fiscal restraint."
The Town of Monroe which has the closest population center to the plant, is required to develop an evacuation plan which necessarily utilizes the town's roads.
It is their contention that the only means of financing the upgrading of the roads to achieve " accessibility" is through the taxation of the nuclear power plant located in Rowe (Massachusetts' tax laws provide for the tax benefits to flow only to the town where the property is located.)
Therefore, I would appreciate your assistance in this matter.
Are there any federal loan / grant programs which will assist my town in complying with this federal requirement regarding evacuation plans?
