AFFIDAVIT OF LAURENCE E. PHILLIPS ON CORE SPRAY DISTRIBUTION

Please refer to Board Notification No. 81-49 on Japanese Core Spray Distribution Tests on a Simulated BWR/5 Configuration which we issued to you on December 11, 1981.
Since page 2 of the attachment to BN-81-49 contains an unintentional ambiguous statement concerning tests on a BWR/6 configuration, the Licensing Board on Black Fox asked about its relevancy to Black Fox which has a BWR/6 design. We responded to the Black Fox Board with the subject affidavit of Larry Phillips. A copy of that affidavit is attached.
Although this affidavit does not provide any new and relevant information for Shoreham and, therefore, does not warrant a formal board notification, you may wish to note that paragraph 9 of the affidavit provides the clarification that " references in that notification to a BWR/6 were not intended to question core spray distribution flow in a BWR/6 but rather to question the applicability of the BWR/6 core spray data to BWR/4 s P
