Technical Meeting on IE Bulletin 79-02 This refers tu the meeting held at your request in the NRC Region I offices at Kitg of Prussia, Pennsylvania, on December 15, 1981, to discuss your actions with regard to IE Bulletin 79-02. The subjects discussed, and a list of attendees at this meeting are included in the Of) ice of Inspection and Enforce-ment Meeting Report which is enclosed with this letter.
It is our view that this meeting was effective in establishing the technical basis for your actions. We believe that the actions you have already taken with regard to the grouted base plates are adequate to satisfy our concerns, and your commitment to upgrade all supports to a minimum factor of safety of 2 for safe shutdown earthquake (SSE) conditions before the restart is-acceptable to us.
The long term operability of the plan, however, must meet the require-ments of IE Bulletin 79-02 as discussed in the December 15 meeting.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure (s) will be placed in the NRC Public Document Room unless you notify this office, by telephone, within ten days of the date of this letter and submit written application to withhold information contained therein within thirty days of the date of this letter.
Such application must be consistent with the require-ments of 2.790(b)(1).
No reply to this letter is required; however, if you should have any questions concerning this matter, we will
