Dear Mr. Eisenhut:

By letter dated March 19, 1981, Florida Power Corporation committed to comply with 10 CFR 50 Appendix R requirements and requested an extension until March 30,1982, to complete our ongoing review and provide these results to you. Florida Power Corporation hereby requests a further extension until June 30, 1982, based upon the justification provided herein.

Florida Power Corporation submitted to you our " Fire Protection Program Review" for Crystal River Unit 3 in June 1977. By letter dated July 27, 1979, your staff responded with a Safety Evaluation Report (SER) concerning numerous fire protection issues.

Several submittals have been made by us documenting our intent to comply with Appendix R requirements. By letter dated March 19, 1981, Florida Power Corporation dacumented plans and schedules for compliance with the majority of the SER items. We also requested schedular exemption until March 30, 1982, to provide you with plans and scoedules for the remaining SER items.

Drring 1981, Florida Power Corporation has expended considerable manpower and resources during the recent refueling outage of Crystal River Unit 3.

We completed the following items of the Fire Protection SER (dated July 27, 1979) during the Fall 1981 Refueling Outage:

Mr. Darrell G. Eisenhut March 17,1982 Page 2 Florida Power Corporation committed to building a one-hour fire barrier between the steam-driven and motor-driven emergency feedwater pumps. This action will satisfy hem 3.18, " Steam Driven En ergency Feedwater Pumps," and will protect EFV-14 and an isolation discharge valve for the motor-driven pump. We are awaiting NRC concurrence on our commitment.

Most other SER items were previously resolved; however, our consultant is present!'y performing an engineering study on items 3.25 through3.30 of the SER. This study will also be used to determine the requirements for Section Ill.G " Fire Protection for Safe Shutdown Capability" and Ill.L " Alternative on Dedicated Shutdown Capability." Due to the scarcity of manpower and numerous resources regi! ired to complete all the projects accomplished in 1981, our consultant's best schedule to complete the final Appendix R Fire Study was July 9,1982. Af ter considerable negotiations, we were able to schedule completion of the study by mid-June, with portions being provided to us for review when completed. Therefore, Florida Power Corporation requests an extension for submittal of our final Appendix R Fire Study, including Sections Ill.G and III.L, until June 30,1982.

Please notify this office of your concurrence to the June 30, 1982 extension by March 30, 1982, to support our ongoing efforts.
