Dear Mr. Keppler:
This letter, telecopied to your office, is intended to satisfy the requirement for prompt notification of a Reportable Occurrence in accordance with Specification 6.ll.2.a of the Duane Arnold Energy Center Technical Specifications.

Description of Occurrence:
During surveillance testing on 3/15/82, standby diesel generator 1G-21 would not start. The apparent cause. was fuel starvation due to the fuel oil filter casings not being properly fiiled and vented. The fuel oil system was primed and vented and the engine tested with satisfactory results. An investigation revealed the fuel oil filters were both cha. ged on 2/25/82. The filter casings were apparently not properly filled and vented at that time.
Since the plant was operating with a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> LC0 in effect at the time due to the LPCI system and containment spray system being inoperable (see R0 82-015), this event was classified a 14 day RG in accordance with Technical Specification 6.11.2.a.2.
