Shear Reinforcement at Containment Building Major Pene-trations INTERIM REPORT 4 DATE:

Consumers Power Company Midland Plant Units 1 and 2 Bechtel Job 7220 Introduction The discrepancies discussed in this report concern the amount of radial shear reinforcement provided around the containment building major penetrations.

Background

While examining drawings for the containment shell, it was determined that there is less radial shear tie reinforcement around the equipment hatch, personnel lock, and the emergency airlock penetrations than in other projects of similar design. The design for these areas was com-pleted in November 1973, the drawings for the equipment hatch were issued for construction in July 1974, and the containment walls for Units 1 and 2 were constructed in 1976 and 1977.

Investigative Action Design criteria requirements, existing calculations, and drawings were reviewed and it was determined that a reanalysis of the equipment hatch and personnel lock was required.

The equipment hatch and personnel lock penetrations have been independ-ently reanalyzed with updated finite-element analysis, using a revised model with modified input parameters. Radial shear stresses around ths equipment hatch were found to meet the acceptance criteria.

An analysis of the personnel lock [using the Bechtel Structural Analysis Program (BSAP)] was completed and is being reviewed.

The purge line, emergency air lock, and main steam line penetrations are also considered as major penetrations. The existing main steam line calculations have been reviewed and the shear reinforcement found to be acceptable. The acceptatllity of the shear stresses around the purge line penetration and emergency airlock will be determined based on the personnel lock analysis because these penetrations are smaller in diameter than the personnel lock.

Upon completion of personnel lock analysis, the need for design modifications, if any, will be established. Results of this analysis will be presented in the next iterim or final report.

SAR Change Notice 2648 has been issued to Consumers Power Company for its review and approval to correct discrepancies in Subsection 3.8.1.5.1.3 of the FSAR. No other SAR changes are required.

Safety Implications If the results of the personnel lock analysis indicate a deficiency in t?:e design, this deficiency could possibly adversely affect the safety of the Midland plant.

Reportability This condition was reported to the NRC by Consumers Power Company as "potentially reportable" under 10 CFR 50.55 (e) on April 17, 1981.
