Q On March 12 we heard oral argument on interve s-G Carstens et al.,
application for stay of the Licensing Board's January 11, 1982 partial initial decision which authorized the issuance of a license for fuel loading and low-power testing for Unit 2 of the San Onofre Nuclear Generating Station.
At the oral argument we announced our intent to decide the stay application prior to the time Unit 2 achieves criticality, an event we understand to be several weeks (perhaps as many as six or seven) away.

Accordingly, in order to assure that our decision will be issued in a timely manner, the licensee is to advise the Secretary of this Board (and the parties), by telephone, five business days before Unit 2 achieves criticality assuming our decision has not theretofore been issued.
