N By letter dated August 24, 1981, you subnitted a revision of the flassachusetts Institute of Technology Physical Security Plan for your tank-type reactor.

Ve have reviewed the subnittals and have concluded that the revision neets the requirenents of 10 CFR 73.67 for the protection of special nuclear natcrial of noderate strategic significance. Since the current HRC-approved physical security plan should properly be reflected in the license authorization for your facility, we are herewith issuing Amendnent No.19 to Facility License flo.

R-37 which identifies your currently approved physical security plan.

Changes which would not decrease the effectiveness of your approved physical security plan nay be made without prior approval by the Comission pursuant to the authority of 10 CFR 50.54(p). Changes which do require prior NRC approval should be subnitted and identified as license amendment requests.

You are required to subnit a transportation Physical Security Plan to the tmC at least 120 days prior to any anticipated shipmants or receipts of special nuclear naterial of moderate strategic significance (10 CFR 73.67(e))

or 10 kg or nore of low strategic significance (10 CFR 73.67(g)).

Based on the fact that this license anendoent applies to the physical security l

plan and incorporates into the license the latest requirenents of your updated physical security plan, we have concluded that:

(1) the amendront does not involve a significant increase in the probability or consequence of accidents previously considered, does not involve a significant decrease in a safety nargin, and, therefore, does not involve a significant hazards consider-ation; (2) there is reascnable assurance that the health and safety of the public vill not be endangered by this action; and (3) such activities will be conducted in compliance with the Comission's regulations and the issuance of this anendnent will not be ininical to the connon defense and security or to the health and safety of the public.

We have also deternined that this action is not one of those covered by 10 CFR 51.5(a) or (b). Having nade these determinations, we have further concluded that, pursuant to 10 CFR Sl.S(d)(4), an environnental inpact l

assessnent and negative declaration need not be prepared in connection with issuance of this anendment.

The documents comprising the currently approved physical security plan for the l'assachusetts Institute of Technology reactor and our evaluation findings 1

have been placed in the Connission's files. Pursuant to 10 CFR 2.790(d),

this information is being withheld from public disclosure.

It is required that this physical security plan be inplenented within 30 days fron the date of issuance of this anendment.
