Dear Mr. Cavanaugh:
The NRC staff is currently addressing ACRS coments concerning certain Combustion Engineering designed plants. Specifically, we are addressing the absence of PORV's and the provision for primary feed and bleed capability. The Division of Systems Integration (DSI) in the Office of Nuclear Reactor Regulation (NRR) will be generating a Safety Evaluation Report for Palo Verde and CESS /R on this issue. Their current draft report is enclosed (Enclosure 1).
We recognize that the ANO 2 platt does not employ PORV's. We are also aware of information provided in your letter of January 30, 1980, en the use of the ECCS vent valves in a feed and bleed mode of operation and information provided in your letter of December 31, 1981 on the possibility of using the reactor vessel head vents in a feed and bleed mode. Since we must consider the design of the ANO-2 plant in our overall assessment of this issue we request that you review the enclosed information and be prepared to discuss with us your assessment of the need for PORV's in addition to the feed and bleed capability already provided on ANO-2.
Similar information is being requested of Combustion Engineering in support of the CESSAR review. The provision of this information to us will be useful in enabling us to assess the value/ impact of any future regulatory action which may affect the ANO-2 plant.
