e RESottTTION RESOLITTION OF THE TOWNSHIP OF 1ACEY, 00Uh*TY OF OCEAN, STATE OF NEW JERSEY, OPPOSING THE IMPOSITION OF A FINE ON JCP&L BY THE NUCLEAR RECUIATORY Cot 1 MISSION WHEREAS, Jersey Central Power & Light was under an order from the Nuclear Regulatory Commission to construct 46 siren warning systems within a ten-alle radius of the power plant; and WHEREAS, the Nuclear Regulatory Commission set a deadline of March 1 1982, for said siren systems to be fully installed; and WHEREAS, Jersey Central Power & Light has installed 45 sirens; and WHEREAS, the installation of the 46th siren has been blocked by the actions of certain residents and Township officials of the Township of Dover; and WHEREAS, the Nuclear Regulatory Commission could subject Jersey Central Power & Light to $1,000 a day fines in the month of March, escalating to $2,000 a day fines for the month of April and $4,000 a day fines for the month of June; and WHEREAS if said fines are imposed against Jersey Central Power &
Light, the consumer of the energy produced by said company would end up paying said fines through higher electrical rates; and WHEREAS, it appears that Jersey Central Power & Light has been diligent in attempting to erect all 46 sirens, having in fact erected 45 sirens; and WHEREAS, the failure to erect the last siren was due to the actions of third parties objecting to the installation o'f the same.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Com:nittee f
of the Township of Lacey, County of Ocean, State of New Jersey, as follows:
1.
That they do hereby go on record as opposing any plan by the Nuclear Regulatory Comission to fine Jersey Central Power & Light for failure to install its 46th siren.. The Committee takes this position since any such

fine would ultimately be borne by the consumer.
