We have determined that granting a one year general extension would be con-trary to the intent of Congress and not in the public interest. Accordirgly, your request is denied.

If you desire, you may resubmit a request for a delay in implementing specific requirements.

Your letter should describe the reasons for the delay and the compensatory measures that would be employed during the delay period.
