in accordance with the interim Enforcement Policy, 45 FR 66754 l

(October 7, 1980),-the following violation was identified:

10 CFR 50 Appendix B Criterion IX requires in part that. "...special proc' esses, including welding....be; controlled and accomplished..."

using qualified procedures in accordance with applicable codes,..."

The applicable ASME Code Section III Subarticle NC-4250 requires l

that welding ends of items or fittings shall provide for a gradual l

change'in thickness from the item or fitting to the adjoining item.

It. requires that the slope of the transition be less than 30-degrees within a definite distance from the weld root face of the item, the i

distance being.a minimum of 1.50 times the minimum wall thickness of the piping.

For the following cases the minimum wall thickness was considered to be 87.5 percent of the nominal wall thicknese:

Contrary to the above, on January,7, 1982 the following completed, inspected, and accepted welds on two valves contained transitions i

not in compliance with the above requirements, and were not identi-

fled by the contractor as nonconforming:

'The ASME Class 2 valve 1-HPR-V392 was connected to pipe such that the. valve root faces were less than 5/8-inch from s' 45-degree bevel near the valve. ends rather than at least 1-inch from the weld root face for a measured pipe wall thick-l ness of 3/4-inch.

(1) the corrective steps which have been taken and the results achieved: (2) Correc-tive steps which will be taken to avoid further items of noncom-pliance; and (4) the date when full compliance will be achieved.

Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.

Consideration may be given to extending your~ response time for good cause shown.

The responses directed by this Notice are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, FL 96-511.
