GRID PROTECTI0ti 0F CLASS lE POWER SYSTEMS AND FOR SCRAM DIS-CHARGE SYSTEM The Commission has issued th; enclosed Amendment No. 51 to Facility.

Operating' License No. DPR-6 for the Big Rock Point Plant. This amend-ment consists of changes to the Technical Specifications in response to your requests dated October 3,1980, and October-27,1981.

The anendment approves Technical Specification changes shich pertain to (1) degraded grid protection for class lE power systems and (2) the scram discharge systen.

The changes related to the scran discharge system have been revised slightly over the changes proposed by Censumers Power Company. These revisions have been agreed to by your staff.

Copies of our related Safety Evaluation and supporting reports prepared by our contractors EG&G and Franklin Research Center on degraded grid protection and the scram discharge system, respectively, are also enclosed.

It is the staff's understanding that Consumers Power Company is conduct-ing additional analyses of the minimum and maximum grid and of' site power system voltages.

If these analyses, which are expected to be con-pleted in early 1982, indicate a need for additional changes in the undervoltage protection system, the staff will address those changes in a supplement to the Safety Evaluation supporting this action.
