Primary Containment Atmospheric Monitoring
Dear Sir:
The purpose of this letter is to describe how Vermont Yankee will continue to meet the NRC's hydrogen monitoring requirements during the implementation of the new containment inerting requirements issued via Ref erence (b).
Vermont Yankee's current hydrogen monitoring equipment was described to the staf f in References (c) and (d).
The staff subsequently reviewed our submittals and concluded that the installed hydrogen monitoring equipment satisfied the intent of the requirements of NUREG 0578; this approval was provided in Reference (c).
In Reference (f), Vermont Yankee stated that, based on the previous correspondence, the present equipment meets the requirements of NUREG 0737, Item II.F.1.6.
Reference (b) will require Vermont Yankee to inert by May 4, 1982. This action will render one of the two presently inctalled hydrogen analyzers inoperable because that monitor requires oxygen to be present in the sample being analyzed to enable it to function.
Two new combination hydrogen / oxygen analyzers have been ordered, but long equipment lead time will prevent their delivery by May 4, 1982.
Based on the vendor's current schedule, the new analyzers are to be deliveted during the month of July, 1982.
Pending no unforeseen dif ficulties in the installation and pre-operational testing phase, f
Vermont Yankee feels confident that the new equipment can be made completely MI operable three months af ter receipt.

e United States Nuclear Regulatory Commission Ma rc h 8, 1982 Attention:
Mr. D. B. Vassallo Page 2 During the interim period between May 4, 1982 and the delivery and installation of the new monitors, Ve rmont Yankee will have the capability to monitor containment hydrogen both by using the remaining hydrogen analyzer and by obtaining grab samples of containment atmosphere. Oxygen concentration will also be monitored by taking periodic grab samples of containment atmosphere. Ve rmont Yankee believes that the monitoring methods described a bo ve, which will be used during this relatively brief interim period, will l
provide adequate containment monitoring capability.
We trust you will find this information satisfactory; however, should you have any questions, please contact us.
In light of the requirement that Ve rmont Yankee be inerted by May 4, 1982, it is requested that your review of this matter be completed at the earliest possible opportunity.
