NRC IE BULLETIN 80-11 Masonry Wall Design for LaSalle County, Unit 1 Commonwealth Edison Company February 10, 1982 1.0 Introduc tion The purpose of this report is to summarize the actions taken by Commonwealth Edison Company in response to IE Bulletin 80-11, entitled, " Masonry Wall Design," for LaSalle County, Unit 1.
2.0 Previous Responses by Commonwealth Edison Company to the NRC Concernina IE Bulletin 80-11 The following responses have previously been submitted by Commonwealth Edison Company to the NRC in response to IE Bulletin 80-11.
These responses will be referenced, as required, in this summary report.

3.0 Summary Resoonse to IE Bulletin 80-11 The following final summary report on concrete masonry walls will adhere to the format of IE Bulletin 80-11, dated May 8, 1980.
3.1 Oucation 1:
Identify all masonry walls in your facility which are in proximity to or have attachments from safety-related piping or eouipment such that wall failure could affect a safety-related system.
Describe the systems and equipment, both safety and non-safety-related, associated with these masonry walls.
Include in your review, masonry walls that are intended to resist impact or pressurization loads, such as missiles, pipe whip, pipe break, jet impingement, or tornado, and fire or water barriers, or shield walls.
Eouipment to be considered as attachments or in proximity to the walls shall include, but is not limited to, pumps, valves, motors, heat exchangers, cable trays, cable / conduit, HVAC ductwork, and electrical cabinets, instrumentation and controls.
Plant surveys, if necessary, for areas inaccessible during normal plant operation shall be performed at the earliest opportunity.
Response
Commonwealth Edison Company has conducted an extensive field survey of all concrete masonry walls associated with the operation of LaSalle County, Unit 1.
The attached Table 3.1 lists 301 masonry walls which have been designated by Commonwealth Edison Company as safety-related because of their proximity to safety-related piping or equipment, or because they have attachments from safety-related electrical or mechanical
components, such that wall failure could affect a safety-related system.
The 301 walls which have been identified as safety-related are walls which exist in Unit 1, and also those masonry walls in Unit 2 associated with the operation of Unit 1.
Table 3.1 designates the function of each safety-related wall as either (a) shielding wall, (b) interior partition wall, or (c) fire wall.
The table indicates the following attachments which have been made to these walls:

Safety-related electrical component supports, including conduit supports and electrical cable tray hanger supports.
(All conduit and cable tray attachments to the masonry walls are classified as safety-related.)
D.
Mechanical component supports, including small bore piping (2 " diameter and under), and instrumentation lines.
All mechanical component supports attached to these walls are classified as non-safety-related, except for three 3/8" diameter HVAC sensing lines (OVEOIa, 02A, 04A), running in 1 " diameter conduit supported at three locations on concrete masonry wall number Al-768-27 at Elevation 768 '-0" in the Auxiliary Building.
There is no large bore (greater than 2 " diameter) piping, either safety-related or non-safety related, supported on the concrete masonry walls.

Table 3.1 indicates any safety-related equipment, panels and/or piping in the vicinity of these walls.

Commonwealth Edison Company. has verified that no safety-related concrete masonry walls associated with the operation of LaSalle County, Unit 1, are subject to impact or pressurization loads or missiles due to pipe whip, pipe break, jet impingement, and/or tornado.
Finally, no safety-related concrete masonry walls asso-ciated with the operation of LaSalle County, Unit 1, are intended to function as water barriers.
3.2 Oues tion 2:
Provide a r e-evaluation of the design adequacy of the walls 16entified in Item 1 above to determine whether the masonry walls will perform their intended function under all postulated loads and load combinations.
In this regard, the NRC encourages the formation of an owners' group to establish both appro-priate re-evaluation criteria and where necessary, a later confirmatory masonry test program to quantify the safety margins established by the re-evaluation criteria (this is discussed further in Item 3 below).

Establish a prioritized program for the re-evaluation of the masonry walls.
Provide a description of the program and a detailed schedule for conpletion of the re-evaluation for the categories in the program.
The completion date of all re-evaluations should not be more than 180 days from the date of this Bulletin.
A higher priority should be placed on the wall re-evaluations considering safety-related piping 2h" or greater in diameter, piping with support loads due to thermal expansion greater than 100 pounds, safety-related equipment weighing 100 pounds or greater, the safety significance of the potentially affected systems, the overall loads on the wall, and the oppor-tunity for performing plant surveys and, if necessary, modifications in areas otherwise inaccessible.
The factors described above are meant to provide guidance in determining what loads may significantly affect the masonry wall analyses.
Response
Commonwealth Edison Company has completed the prescribed re-evaluation of the 301 safety-related concrete masonry walls listed in attached Table 3.1.
b.
Submit a written report upon completion of the re-evaluation program.
Th.e report shall include the following information:
(i)
Describe, in detail, the function of the masonry walls, the configurations of these walls, the type and strengths of the materials of which they are constructed (mortar, grout, concrete and steel), and the reinforcement details (horizontal steel, vertical steel, and masonry ties for multiple wythe construc-tion).
A wythe is considered to be (as defined by ACI Standard 531-1979) "each continuous vertical section of a wall, one masonry unit or grouted space in thickness and 2 in. minimum in thickness."
Response
All safety-related concrete masonry walls associated with the operation of LaSalle County, Unit 1, function as interior partition walls.
Certain partition walls have a dual purpose of acting as either shielding walls and/or fire walls, and are so identified in attached Table 3.1.
All concrete masonry walls are classified as non-load bearing walls, and are not included as part of the safety-related structure's gravity or lateral load resisting system.
These walls have been separated from the floor above to prevent any gravity or seismic load transfer to these
. walls.
Information concerning the. configurations of these walls, the type and strengths of the materials of which they are constructed (mortar, grout, concrete and steel), and other reinforce-ment details (horizontal steel, vertical steel, and horizontal ties for multiple wythe construc-tion), was submitted to the NRC by Commonwealth Edison Company per reference letter 2.0A.
(ii)
Describe the construction practices employed in the construction of these walls, and, in particular, their adequacy in preventing significant voids or other weaknesses in any mortar, grout, cr concrete fill.
Response
All saf ety-rela ted concrete masonry walls have been constructed as either single or multi-wythe hollow or solid block walls with full mortar bedding of the units using running bond construction.
No cavity wall construction has been used.
The wythes in multiple wythe walls have been bonded together using a combination of the following techniques:
A.
Full mortar collar joints B.
Continuous truss bearing reinforcement which everlaps the adjacent wythes every second course C.

s Concrete masonry wall construction for LaSalle County, Units 1 and 2, was performed under Sargent & Lundy Specification No. J-2598.
This document, describing in detail the concrete masonry construction practices employed, was submitted by Commonwealth Edison Company to the NRC under reference letter 2.0B.
(iii)
The re-evaluation report should include detailed justification for the criteria used.
References to existing codes or test data may be used if applict.ble for the plant conditions.
The re-evaluation should specifically address the following:
(a)
All postulated loads and load combinations should be evaluated against the corres-ponding re-evaluation acceptance criteria.
The re-evaluation should consider the loads from safety and non-safety-related attach-ments, differential floor displacement and thermal effects (or detailed justification that these can be considered self limiting and cannot induce brittle failures), and the effects of any potential cracking under dynamic loads.
Describe in detail the methods used to account for these factors in the re-evaluation and the adequacy of the acceptance criteria for both in-plane and out-of-plane loads.
Response
The criteria used to evaluate the safety-related masonry walls for LaSalle County, Unit 1, was in conformance with that submitted by Commonwealth Edison Company to the NRC per reference letters 2.0A, 2.0B and 2.0C.
The load com.hination tables used for the re-evaluation are in
s,
agreement with attached Tables 3.2 and 3.3, rather than the load combination table submitted under reference letter 2.0A.
The load combinations contained in Tables 3.2 and 3.3 have increased load factors for pressure loading (P ) and the LOCA/P, 3
loading to be in conformance with the LaSalle County FSAR and SER.
The 301 safety-related masonry walls have been modified, as reqdired, by Commonwealth Edison Company to meet this committed criteria.
(b)
The mechanism for load transfer into the masonry walls and postulated failure modes should be reviewed.
For multiple wythe walls in which composite behavior is relied upon, describe the methods and acceptance criteria used to assure that these walls will behave as composite walls, especially with regard to shear and tension transfer at the wythe interfaces.
With regard to local loadings such as piping and equipment support reactions, the acceptance criteria should assure that the loads are adequately transferred into the wall, such that any assumptions regarding the behavior of the walls are appropriate.
Include the poten-tial for bicek pullout and the necessity for tensile stress transfer through bond at the wythe interfaces.
Response
Multiple wythe concrete masonry walls have been bonded together with continuous solid or grouted masonry header courses.
This rechanism is the most l
l
-g-positive means to insure composite action.
This method is recommended by ACI 531-79, and is also recognized by all the other
~
major concrete masonry building codes.
Moreover, the concrete masonry walls for LaSalle County, Unit 1, have been constructed using 3/16" diameter truss type bond reinforcement every second course.
These two mechanisms are sufficient to insure composite action of the multiple wythe walls.
Commonwealth Edison Company sub-mitted to the NRC sample calculations per reference letter 2.0A, demonstrating the ability of the concrete masonry walls to l
I resist local pullout due to attachment loads.
t 3.0 Question 3:
Existing test data or conservative assumptions may be used to justify the re-evaluation acceptance criteria if the criteria are shown to be conservative and applicable for the actual plant conditions.
In the absence of appropriate acceptance criteria a confirmatory masonry wall test program is required by the NRC in order to quantify the safety margins inherent in the re-evaluation criteria.
Describe in detail the actions planned and their schedule to justify the re-evaluation criteria used in Item 2.
If a test program is necessary, provide your commitment for such a program and a schedule for submittal of a description of the test program and a schedule for completion of the program.
This test program should address all appropriate loads (seismic, tornado, missile, etc. ).
It is expected that the test program will extend beyond the 180 day period allowed for the other Bulletin actions.
Submit the results of the test program upon its completion.
Response
Commonwealth Edison Company has satisfied the Nuclear Regulatory Commission's license condition on masonry walls discussed in Section 3.8.3 of the LaSalle County SER (NUREG 0519).
Commonwealth Edison Company has assured that all safety-related concrete masonry walls associated with the operation of Unit 1 meet the requirements of the design criteria agreed upon with the NRC, and which are reflected in reference letters 2.0A, 2.0B and 2.0C.
Commonwealth -
Edison Company does not believe that a concrete masonry test program is warranted at this time.
