Docket Nos. STN 50-498, STN 50-499 Quality Assurance Program for the Design and Construction Phase cf the South Texas Project Attached is Revision 3 of the Quality Assurance Program Description (QAPD) for the design and construction phase of the South Texas Project.

This revised QAPD is being submitted in response to your letter of February 12, 1982.

Included in this submittal are Part A, Houston Lighting and Power Company QAPD, Part B, Bechtel Power Corporation QAPD, and Part C, the Ebasco Services QAPD.

Parts A and B incorporate those minor changes necessary to incorporate Ebasco as the Constructor for STP.

Part C, the Ebasco QAPD, is based upon Ebasco Topical No. ETR-1001, "Ebasco Nuclear Quality Assurance Program Manual",

Rev.10A with an addendum to address specific requirements for STP. This topical was accepted by the NRC by its letter to Ebasco of June 10, 1981.

We would appreciate NRC's review of these documents at the earliest possi-ble date.
