Dear Sir:

Reference is made to I&E Inspection No. 50-29/81-21 which was conducted by your Mr. T. Foley on November 24 to December 24, 1981 a t the Yankee Nuclear Pover Station (Yankee) in Rowe, Massachusetts.

The report made subsequent to the inspection identified one item which apparently was not conducted in full compliance with NRC requirements.

In accordance with Section 2.201 of the NRC's " Rules and Practices," Part 2, Title 10 Code of Federal Regulations, we he re by submi t the following information.

Alleged Violation Technical Specification 6.8 and AP-0001, " Plant Procedures and Instructions," require that written procedures be established, implemented, and maintained that meet or exceed the requirements and recommendations of Appendix A of Regulatory Guide 1.33, and tha t each of these procedures and administra tive policies and changes thereto, be reviewed by the Plant Operations Review Committee and approved by the Plant Superintendent prior to implementation.

I Appendix A of Regulatory Guide 1.33 requires written procedures covering activities associated with the Liquid and Solid Radioactive Waste Systems.

i Co n t ra ry t o t he a bove, on November 24, 1981, licensee representatives processed radioactive chemicals as radioactive waste without implementing a procedure covering this activity.

Additionally, on December 3, 1981, licensee representatives removed "Cuno 7 Filters" f rom a filter capsule and processed the filters as radioactive waste, M utilizing a procedure which was not approved by the Plant Superintendent and not reviewed by the Plant Operations Review Committee.

Correc tive Steps Taken and Results Achieved :

Personnel involved were reminded of their responsibility to insure that procedures in use are approved.

In the second case, the supervisor had failed to initiate the appropriate procedure. The procedure governing the operation was immediately initiated.

Corrective Actions Which will be Taken:

A procedure governing solidification of unconcentrated radioactive waste is being written. Af ter appropriate reviews and approvals the procedure, which will correct the inspector's first concern, will be issued.
