SEP REDIRECTION AND TOPIC COMPLETION SCHEDULES - HADDAM NECK PLANT AND MILLSTONE NUCLEAR POWER STATION, UNIT NO. 1 By letter dated January 5,1982, you stated your concern with the staff's characterization of your performance regarding the redirected Systematic EvaluationProgram(SEP). Although some individual licensees met their commitments, we maintain the opinion expressed in our letter that the program as a whole falls short of our expectations. We acknowledge the fact that Northeast Utilities (NU) was one of the better licensees in terms of meeting their comitments.
The overall program has slipped further since our December 17, 1981 meeting. As of December 31, 1981, the staff has received only 102 of the scheduled 171 SARs which approximates a 3-month schedule slip.
Howeysr, 39 of 45 SARs scheduled for Millstone and Haddam Neck he.ve been received and you have comitted to provide the remaining six topics by the end of February, indicating your co.itinued efforts to meeting schedules and providing information necessary to complete the SEP reviews of your plants. We urge you to continue to devote particular attention to this program and to take whatever steps are necessary ta expedite completion of the plant integrated safety assessment f Millstone and Haddam Neck plants.

As of Octobar 31, 1981, the staff had received only 65 of the scheduled 124 licensee SARs which approximated a 2-month program delay. Because of this delay the staff issued a letter to each SEP licensee which addressed their individual perfomance since June 30, 1981. Our letters to you dated November 27, 1981, stated that we had received only 7 of the 12 SARs scheduled for Millstone and 22 of the 27 SARs scheduled for Haddam Neck.
We also requested your attendance at a meeting along with other SEP licensee senior management on December 17, 1981, to discuss completion of the SEP.
Again, our concern was prompted due to the overall licensee perfomance.
The overall program has slipped further since the December 17, 1981 meeting.
As of December 31, 1981, the staff received only 102 of the scheduled 171 SARs which now approximates a 3-month schedule slip.
However, 39 of 45 SARs scheduled for Millstone and'iladdam Neck were received, indicating your continued efforts to meeting schedul,es and to provide information necessary to complete the SEP reviews of your plants.
We urge you to continue to devote particular attention to this program and to take whatever steps are necessary to meet your schedule commitments for the Millstone and Haddam Neck plants.
