Dear Mr. Keppler:
This letter, telecopied to your office, is intended to satisfy the requirement for prompt notification of a Reportable Occurrence in accordance with Specification 6.11.2.a of the Duane Arnold Energy Center Technical Specifications.

Description Occurrence:
During normal operation on 2/25/82 it was found that RHR service water MOV 1947 at the outlet from the "B" RHR heat exchanger would not close.
This valve is used to maintain a differential pressure between the "B" RHR and "B" RHR$W systems during system operation. The "B" RHRSW system was declared inoperable. This degraded condition affectively compromised the operability of the "B" containment spray system.
Due to the "A" RHR (LPCI) system having previously been declared inoperable, a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> LC0 was entered per Technical Specification 3.5.A.6.
