This refers to the routine safety inspection conducted by Messrs. J. R. Madera and C. T. Oberg of this office on February 2 - 11, 1982, of activities authorized by NRC Byproduct Material Licenses No. 12-00509-03 and No. 12-01721-02, and Special Nuclear Material License No. SNII-1027 and to the discussion of our findings with Dr. N. Sugarman and Messrs. E. W. Masen and S. D. Golden at the conclusion of the inspection.
The inspection was an examination of activities conducted under your license as they relate to radiation safety and to compliance with the Commission's rules and regulations and with the conditions of your license. The inspec-tion consisted of a selective examination of procedures and representative records, observations, independent measurements, and interviews with personnel.
During this inspection, certain of your activities under License No. 12-00509-03 appeared to be in noncompliance with NRC requirements, as specified in the enclosed Appendix. A written response, submitted under oath or affirmation, is required.
No items of noncompliance with NRC requirements were identified for Licenses No. 12-01721-02 and No. SNM-1027 during the course of this inspection.
In addition to the above areas, the inspectors examined actions described in your letter dated March 21, 1980, regarding apparent items of noncompliance found during our October 16 to November 1, 1979, investigation. We have no further questions regarding these matters.
The responses directed by this letter (and the accompanying Notice) are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
