During the next few months this office will be performing special team assessments of the construction programs at selected nuclear power plants under construction in Region III, including your Byron and Braidwood Stations. The purpose of this special effort is to determine if there are indications of existing or potential construction problems similar to some of those identified at a number of other plants under construction.

The assessment team will be composed of a Region III Section Chief as team leader, the Senior Resident Inspector, and three or four technical specialists. The corporate office and onsite phase of the assessments is expected to be approximately two weeks in duration.

The scope of the assessments will include quality assurance program inter-faces and overviews, corrective action systems, design change control, material traceability of installed structures and components, electrical cable installation, inprocess inspections, and effectiveness of quality I

control inspectors.

In assessing these areas, the team may identify areas of weakness or examples of poor practice in addition to any identified items of noncompliance. You will be expected to respond to all substantive findings identified in the assessment report.

Each plant to be assessed will be notified by this office in advance of l

the arrival of the assessment team. The specific date of arrival will be provided at that time.

In addition, specific information will be re-quested from you in advance of the team arrival date to allow proper team preparation and better utilization of the team's time at the corporate office and the site.

It would be helpful if you designate a person to be responsible for assembling the advance information we request and act as a liaison with the team in that regard.
