Dear Mr. Pilant:
RE: Cooper Nuclear Station IE Bulletin 80-11 dated May 8,1980 requested that you identify all masonry walls at Cooper Nuclear Station which are in proximity to or have attachments from safety-related piping or equipment such that failure could affect a safety-related system.
Your July 3,1980 response to this bulletin stated that a field survey of areas accessible and normally inaccessible was conducted and a review of drawings for safety-related building areas was performed by your Architect Engineer that verified no integral masonry block walls exist in safety-related areas.
Your response further stated that where masonry blocks exist for shielding purposes a field survey verified that no piping or equipment was attached to these blocks; therefore, no reevaluation per Action Items 2 and 3 of this bulletin is necessary.
In a telephone conversation between the NRC (B. Siegel, K. C. Leu) and NPPD (J. Weaver, K. Done) on February 5,1982 clarification of your response was obtained which provided further confirmation that the Cooper Nuclear Station does not have any safety related masonry walls or masonry walls that are used for structural purposes in safety-related areas.
Based on our review of your responses which verified that the problem identified in IE Bulletin No. 80-11 does not exist at your plant, we consider this issue of masonry wall design (Multi-Plant Issue B-59) complete m a:
