Dear Sir:

The Power Authority has recently become aware of a ueeting held January 27, 1982 between the BWR Owners Group (BWROG) and the NRC where the question was raised whether all operating BWRs had implemented the recommendations of GE's SIL 299 and Supplement 1 to SIL 299, (References 1 and 2, respectively).

Reference 3 notified us of the NRC's concerns expressed in this meeting and suggested that licensees of operating BWRs commit to comply with the recommendations of SIL 299 including Supplement 1.

According-ly, the Authority submits the following information.

Provide guidance to operators on the use of level instrumentation during conditions of high drywell ambient temperatures and rapid depressurization; and 3.

Modify level instrumentation scale readings to make control room operators aware of the effects of drywell temperature on level instrumentation.

The Authority completed the recommendations of SIL 299 in December 1979, including:

1.

A revised, more conservative, triple-low water limit switch setpoint (which initiates core spray, LPCI, I

emergency diesel generators and ADS logic) was estab-lished; 2.

Operators received supplemental training as part of the Requalification Program including required reading, classroom instruction, control-room walk-through of emergency procedures; and 3.

In lieu of modifying level instrument scales, a graph relating correct indicated level to drywell ambient temperature was prepared and is readily accessible to operators.

Supplement 1 to SIL 299 did not provide further recommenda-tions but emphasized the importance of implementing the recom-mendations of the original SIL while supplying additional infor-mation on the behavior of cold-leg level instrumentation under high drywell temperature conditions.

No further action was re-quired as a result of Supplement 1.
