(1) When not in use, the four plutonium-beryllium neutron sources, totaling 155 grams of plutonium, are-stored in a white
- cylinc
- rical tank full of water.. The tank is 4 and 1/2 feet-in diameter and 5 feet :in depth..The sources, when stored, sit on a plastic platform; the platform is midway between the top and bottom of-the tank _; and the sources are nested together on the platform midway from the'outside cylindrical surface.

(2) We have on loan from NRC 900 slugs of 0.947% ' enriched uranium, totaling 2188118 grams; 896 of these slugs.are-in the sub-critical assembly and 4 of them are kept in a barred, doubly-locked cabinet. These are on the hall-level floor of Room 105.

III. Activities involving the use of SNM The subcritical assembly is used as an instructional tool.
Seattle University gives a course in the basic elements of reactor physics. The course consists of lectures in theory and experiments. The experiments deal with the basic parameters of reactors such as' Fermi Age, Diffusion' Area, 4
Bucklings, Multiplication Constant, and the poison effect as
.the basis of control.

To operate the subcritical assembly, a plutonium-beryllium j
neutron source is'used. Time permitting, experiments with the de Pangher Meter are done (such as measuring neutron energies and doses as functions of distance); this ' requires

the use of plutonium-beryllium neutron' sources. The.sub-critical assembly is also used when students work on a special project when needed to meet curriculum requirements;-such as.
flux distributions under;special reactor conditions.
It.is described to visitors, such as visiting. groups of high school students; parents (on parents days),. special visitors, etc.
IV. Existing Licencse Number and Renewal Date (70.22(a)(3))
(1) SNM license expires: 2/28/81 (2) Renewal requested: January 6,1981.
V. Listing of SNM (70.22(a)(4))
(1) 2188118 grams (900 slugs) of.947% enriched uranium, in solid metal form of the following isotopic content:

The amount of the above SNM has remained constant since acquired.
It has not been used in any way that required.its actual consumption, or transformation into any other form.
VI. Items under (70.22(a)(6)) are not applicable because of the nature of usage made of the SNM on loan to Seattle University.
VII. Items under (70.22(a)(8)) are not applicable since no SNM is consumed in its mode of application.
VIII. Audits and Inspections (70.55)
The following audits are made semi-annually:
a) inventory of the 900 slugs of uranium b) Seattle University has less than 350 grams of Plutonium in the four plutonium-beryllium neutron sources; an inventory report on this SNM is no langer required.
The inventory report on the SNM of enriched uranium is filed with the following organization :

A. The Nuclear Subcritical Assembly laboratory houses:
- 1. The 900 slugs of enriched uranium slugs
- 2. -The four-plutonium beryllium neutron sources
- 3. The gamma cell (Co-60), and
- These are under state license.
- 1. The users of the laboratory are required to wear badges which are sensitive to gamma rays, x-rays, beta rays, and neutrons.
- 2. The badges are processed by Radiation Detection Company of Sunnyvale, California. Radiation Detection Company submits reports on the exposure received by the person using the badge.
- 3. Personnel monitoring reports are filed annually (10 CFR 20.202(a))
with:
Director of Management and Program Analysis U.S. Nuclear Regulatory Commission Washington, DC 20555.
- 4. Semi-annual radiation-level surveys are made of this ;aboratory, personal surveys are not applicable because of the nature of useage made of SNM.
- 5. Semi-annual wipe tests are made on the plutonium-beryllium neutron sources, Sr-90, gamma cells and the two, Ni-63 sources (the latter sources are housed in a gas chromatagraph machine in Room 601 of the Bannan Building).
- 6. The criterion limit in all wipe or swipe tests for contamination is 0.005 microcuries.
- 7. A state inspector, at intervals of two years, examines the reports on surveys, the badge reports, wipe and swipe tests results, license status.
- 8. Since the subcritical assembly is an instruction tool only, and is not a generator of power, no fuel is consumed, no waste is created in any of the three physical forms.

l Page Five X. Se w ity a) Entrance to the laboratory is through the hall-level door.
These doors are triply locked. Two locks are mechanical; the third lock is to an electric a 4 arm system which activates a loud bell and is also telephonically connected to the guard house (the guatd house is manned 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> a day). An unauthorized entrance by force activates the telephonic alarm to the guard house in addition to sounding a bell throughout the building.
The plant security officer is there upon notified immediately.
b) There are three (3) keys:
- i. One turning the alarm off and on
- 11. Two different keys to the two mechanical locks c) The possessors of these are:
- 1. One set to the Director of the Nuclear Facility
- 11. One set to the Chairman of the Physics Department; and iii. One set to the Dean of Engineering and Science.
