Description:
The modification consists of adding limitations for Outfall 009. This outfall contained only monitoring requirements when originally issued in 1977. The modification revises the limitations for Outfalls 101 and 103.
The application flows were incorrect and the revised flow indicate that the mass limitations were too low as originally issued.
The modification also adds three new Outfalls 012, 013, and 014. These are new sources from the sumps in the turbine buildings.
The modification addresses a new discharge point for Outfall 006. The package STP fomerly discharged to Lake Anna, but has been relocated and now discharges to VEPCO's waste heat treatment facility. Finally, Special Conditions Environmental Studies #2 has been revised to allow the later submission of the temperature monitoring data.
Public Notice:
The permit modification has received public notice in accordance with Sections 6.32 and 6.72 of Regulation 6, and the absence of response to the public notice indi-cate that the pemit modification is not of a contro-versial nature.

By letter dated 12 May 1980. EPA comented that the effluent limitations for Outfalls 012 and 013 appeared to be too high and recommended that a composite sample be required rather than grab. The rationale was dis-cussed with BAT and EPA and the monitoring requirements were revised to twice per month by grab sample.
In the following months additional revisions were made and the permit was forwarded to EPA for additional coments. By letter dated 27 March 1981. EPA raised several questions concerning Outfalls 009 and 012 and 013. The various questions were answered and EPA's verbal approval s~ecured by BAT via phone conversation with Jim Harper of EPA.
The final copy of the permit was forwarded to EPA on 28 April 1981. EPA offered no further coments.
Staff Coments:
When the pemit was issued in 1977 there were no limi-tations provided for Outfall 009. The limitations included in this modification are based upon three years of operational data submitted by the permittee.
EPA's proposed guidelines do not currently address construction runoff.
If, when promulgated, the final guidelines address this wastewater source, the pennit will in modified and brought into accordance with the guidelines.

Outfalls 012, 013 and 014 address the intermittent discharges from the sumps in turbine buildings 1, 2, and 3, respectively. The discharge from these outfalls came about in 1980, as a result of changes in VEPC0's mode of operation.
The revised limitations for Outfalls 101 and 103 are necessary because VEPCO's original application flows were in error. As a result of the corrected higher flows, higher mass limitations are proposed.
The change in the Special Conditions: Environmental Studies #2 has been requested by VEPCO. The Company has experienced long delays in getting the data print-outs from the continuous temperature recording monitor.
The revised submission procedure was discussed with the staff and included in the modification.
This permit modification has continued since February
]
1980. The delays have been the result of various sub-4 missions to the permittee and EPA. The resubmittals were necessitated by changes in VEPCO's original requests and the submittal of new requests throughout the period. The changes in the discharge point for 006 and in the Special Conditions: Environmental

Studies #2 were made since the 28 April 1981 sub-mission to EPA. These modifications do not directly affect EPA and their coments were not sought. A copy of the entire pennit will be forwarded to EPA once the modification has been completed.
This permit was issued on 2 June 1977 and contains an expiration date of 2 June 1982.
STAFF RECOMENDATIONS:
The staff recomends that the Executive Director:
1.
Approve the modification of Va-NPDES Permit No. VA 0052451, as contained in the attached revised pages.
2.
Direct the staff to issue the amended pages of Va-NPDES Permit No.
VA 0052451.
