This refers to the investigation conducted by Messrs. R. K. Christopher and S.
D. Reynolds, Jr., of the NRC Regio., I office from April 7,1981 to September 1, 1981, of manufacturing activities at your facility at Bethayres, Pennsylvania regarding the fabrication and nondestructive examination activities associated with the manufacture of regenerative heat exchangers, shutdown heat exchangers, after cooler heat exchangers and plant isolation (steam) separator and float switch housing assemblies and to the discussions of our findings with Mr.

William Abbott of your staff at the conclusion of the investigation.
This investigation was conducted as a result of allegations received from a former employee at your Bethayres facility as a result of concerns pertaining to the fabrication of heat exchangers and plant isolation (steam) separator and float switch housing assemblies being constructed for various nuclear power stations.
No new items of nonconformance were observed, however, certain findings of this investigation represent additional examples of problems already identified in licensee construction deficiency reports and the findings in NRC Vendor Inspection Report No. 99900059/81-01 as outlined in the enclosed report.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and t'ne enclosed investigation report will be placed in the NRC's Public Document Room.
If this report contains any information that you (or your contractors) believe to be exempt from disclosure under 10 CFR 9.5(a)(4),
it is necessary that you (a) notify this office by telephone within ten (10) days from the date of this letter of your intention to file a request for withholding; and (b) submit within 25 days from the date of this letter a written application to this office to withhold such information.
