APPENDIX A NOTICE OF VIOLATION Philadelphia Electric Company Docket No. 50-278 Peach Bottom Atomic Power Station, Unit 3 License No. OPR-56 Delta, Pennsylvania As a result of the inspection conducted on February 23-25 and March 16-18, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:
Technical Specification Section 6.11 states:
" Procedures for personnel radiation protecton shall be prepared consistent with the requirements of 10 CFR Part 20 and-s' nail be approved, maintained and adhered to for all operations involving personnel radiation exposure."
Procedure HP0/CO-10a requires that personnel in the controlled area always wear the provided personnel dosimetry...".
Contrary to the above, at about 1:06 pm on February 23, 1981, an individual, present in the controlled area, was not wearing the provided personnel dosimetry.
This is a Severity Level V Violation (Supplement IV).
Pursuant to the provisiens of 10 CFR 2.201, Philadelphia Electric Company is hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including:
(1) the corrective steps which have'been taken~and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954,'as' amended, this response shall be submitted under oath or affirmation. Where good cause is shown, consideration will be given to extending your response time.
