Subject: Combined Inspection Nos. 50-277/82-01, 50-278/82-01

This refers to the routine resident safety inspection by Messrs. C. J.

Cowgill and A. R. Blough on January 1 - February 2,1982 at the Peach

Bottom Atomic Power Station, Delta, Pennsylvania. The inspection consisted

of document review, interviews, measurements, and observation of activities

and has been discussed with Mr. W. T. Ullrich of your staff.

Apparent violations of NRC requirements are cited in Appendix A and categor-

ized by level in accordance with Federal Register Notice 45 FR 66754 (October

7,1980). A reply is required and should be prepared in accordance with

Appendix A.

It need not address Violations A.2 and A.3 and is exempt from

the Office of Management and Budget's clearance procedures under the Paper-

work Reduction Act of 1980, PL 96-511.

Enclosed Violation A.1 for a damaged radioactive waste package is assigned

Severity Level III.

Section IV.B of 45 FR 66754 states that civil penalties

are normally assessed in such cases. We are not proposing a civil penalty

because no leakage of radioactive material occurred; and, considering the

levels of radioactivity in the package, the potential for public health and

safety impact was small. Also, you promptly reported this event.

However,

similar violations in the future could result in civil penalties.

In accordance with 10 CFR 2.790(a), a copy of this letter and enclosures

will be placed in the NRC Public Document Room, unless you notify this

office, by telephone, within ten days of the date of this letter and submit

written application to withhold information contained therein within thirty

days of the date of this letter.

Such application must be consistent with

the requirements of 10 CFR 2.790(b)(1).
