S.2.741, Suffolk County requests that its representatives be permitted to vi'its the Shoreham Nuclear Power Station, Unit 1, including the containment structure, the reactor building, the control building, the auxiliary building and areas associated with post-accident monitoring and sampling, the radwaste building, office and service building, the turbine building, the security buildi.ng, _

and the service water building, for the purposes authorized in Section 2.741(a) (1) and (2). Thus, Suffolk County purposes are " inspection and measuring, surveying, photographing, testing,

[and] sampling" in the areas designated in this Request. See 10 C.F.R. S 2.741(a) (2) .

Suffolk County requssts that the visit commence on March 10, 1982 at 9:30 A.M. (in the event that the Pre-hearing Conference on March 9, 1982 is completed on March 9) and continue until completed. Alternatively, in the event that the Prehearing Conference continues through March 10, Suffolk County requests that the site visit commence as soon as practicable on March 10 after the Conference is com-pleted, and that the visit continue on the succeeding days until completed. Those persons participating in the visit are:

Suffolk County representatives intend to visit the entire Shoreham site. However, to assist LILCO in preparation for this visit, areas of particular interest to the County are the following:

(1) haactor Pressure Vessel (RPV), including accessibility for In-Service Inspection (ISI);

(2) Dry well and wet well; (3) Emergency Core Cooling System (ECCS) pump intake.in wet well; (4) One of the ECCS piping systems; (5) Diesel generator exterior air intake, relay boxes and filters

  • It is not definite at this time that all the persons listed will actually participate in the visit. Suffolk County will pro-vide LILCO with a final list of. participants at the Conference on March 9. .

(6) Control Room, including:

a. Equipment for Inadequate Core Cooling (ICC) Indications;
b. Loose parts monitoring instruments;
c. Front and Back Row Panels; and
d. Turbine controls; (7) Turbine control valves and turbine by-pass valves in the Turbine Building; (8) Machine Shop; (9) As-Built Drawing Files; (10) Quality Assurance (QA) Records Center; (11) Safety / Relief Valves (S/RV) mounting and piping; (12) Containment penetrstion area, including electrical penetrations, and ' isolation valve (MSLIV);

(13) Scram discharge volume system; (14) Provisions for draining and flushing primary coolant system and auxiliary cystem lines;.

(15) Sampling Station; (16) Remote Shutdown Panel; (17) Secondary Containment; (18) Portable radiation monitor locations, particu-larly_those located in secondary containment area; (19) Radwaste handling area and the reactor primary cleanup system, condensers and demineralizers; (20) Iodine monitoring - plant vent sampling and measuring locations; (21) Cable Spreading Room;'

(22) Steam Tunnel; e *

(23) Refueling Floor (elevation 175'-9"), including spent fuel pool, reactor head, refueling crane and portable radiation monitors; (24) Service water pump; and (25) Emergency Response Facilities and Equipment, including the Technical Support Center (TSC),

the Emergency Operations Facility (EOF),

facilities for coordination of public informa-tion during radiological alerts or emergencies and other related structures and equipment.
