Docket No. 50-285 IE Incpection Report 81-28

Dear Mr. Collins:

The subject Inspection Report detailed the results of IE's review of Fort Calhoun Station's radiation protection program. This inspection was conducted as a follow-up to the health physics audit.:.,Jucted at Fort Calhoun Station in September 1980 (Inspection Report 80-1E,.

An area of concern identified during both inspections was Omaha Public Power District's " failure to establish a formal ALARA program".

The suaject report also noted that the District stated "an ALARA program would be established which would satisfy the recor:mendations of Regu-latory Guide 8.8".

The District fully appreciates the resources necessary to comply with Regulatory Guide 8.8 and also recognizes the severe shortage of these resources nationally.

For these reasons, the District's existing ALARA program has been structured to most efficiently use the available l

While compliance with all provisions contained in Regulatory resources.

Guide 8.8 may not be possible, measures will be taken to improve the District's ALARA and radiation protection programs.

As one step in improving the ALARA and radiation protection pro-grams, the District has recently established the Manager - Radiological Health ard Emergency Planning (RH/EP) position.

The Manager - RH/EP has begun the task of assisting the existing ALARA committee in defining resources, personnel, and procedures needed to establish more formal and I

c aprehensive programs.

In addition, as previously reported, the l

Supervisor - Chemical and Rt.11ation Protection's reporting has been changed so that he now reports directly to the Manager - Fort Calhoun Station.
