In response to Reference (1) Toledo Edison Company sulviitted infomation with References (2) thmugh (5). Uc have reviewed these subnittals and find that additional infomation is required for us to conplete our evalua-tion.
Reference (1), page 2, paragraph 4 requested that an analysis of the electrical power system be conducted to detemine if there are any events or conditions which could result in the sinultaneous or consequential loss of both required circuits to the offsite network (violation of rdC 17).
This analysis should have included, but not linited to, such events or conditions as possible equipn nt overloading, protective relaying actua-eQ tion, short circuits, breaker failures, switchyard battery failures, etc.
