EVALUATION OF LICENSEE STAFFING PLANS FOR THI-1 RESTART r
In its Partial Initial Decision (PID) on. Management Issues, dated August 27, 1981, the Atomic Safety and Licensing B,oard set forth a number of license conditions for restart of THI-1. Among these are conditions regarding the numbers and qualifications of operators and the number of shifts to be used.
Thesa conditions are as follows:
(a) At all times when the plant temperature is above 200*F (cold shutdown).
Licensee will man all shifts at THI-1 with a minimum of one NRC-licensed SRO, who will act as Shift Supervisor, a second individual, either NRC-licensed as an SRO or NRC-licensed as an R0 and trained as an SRO, who will act as Shift Foreman, and a minimum of two NRC-licensed R0s who will act as Control Room Operators.
(b) Licensee shall employ all reasonable efforts te ensure personnel will be scheduled on a six-shift rotation, so long as there is a sufficient number of qualified ' individuals who normally stand shift watches to man six shifts, each of which meets (a), above (6 SR0s and 18 R0s, recognizing that SR0s may act as either SR0s or R0s).
(c)
In the event there is an insufficient number of qualified personnel who normally stand shift watches available to meet (b), above, Licensee shall schedule its normally on-shift plant operating personnel on a five-shift schedule, each of which meets (a), above, unless additional l
relief is granted pursuant to (e), below.

, (d) In the event there is an insufficient number of qualified operators who normally stand shift watches available to meet (c), above, Licensee may employ on-shift qualified and. licensed individuals from its organi-zations who do not normally stand shift watches, in addition to those operators who do normally stand shift watches, to meet (c), above.
(e)
In the event there is an insufficient _ number of qualified operators in Licensee's organization to' meet (d), above, for any period longer than ten consecutive days, Licensee shall inform the Commonwealth and the NRC Staff and seek from the Staff their concurrence to man THI-l shifts and operate TMI-l for a limited period of time with available qualified and licensed personnel, specifically bearing in mind the then-current and applicable NRC criteria or guidance on overtime
- policies, TMI-l licensed operator candidates were examined by the NRC in October,1981.
As a result of these examinations, the total number of operators granted NRC

licenses is as follows:
SR0 4 (Normal shift staff personnel) 6 (Others - management, plant staff, training, STX)
-9 (Reactoroperators) 2 (Passed the R0 examination, but failed portions of the SR0 examination)
The licensee thus has a total of 21 licensed operators of all categories available to staff TMI-1.

A re-examination of those license candicates (three RO and five SRO) who failed portions of the October examination is scheduled for the week of February 8, 1982. Results of these re-examinations should be available by about the end of February,1982.
By letter dated December 18, 1981, the licensee informed the staff of its plans for staffing THI-1 at restart and the longer range plans for acquiring additional operators. These longer range plans,are:

Five RO trainees, in addition to those mentioned above will be ready to take the full R0 examination in February and are scheduled for the simulator examination in March.
(Examination results for these individuals should be available by about the 2nd of April,1982.)
2 About four auxiliary operators will be started in an approximate 50 week R0 training program during January,1982.
(These individuals should complete their training and examination results should be available by about the end of March,1983.)

Using these licensee training plans and allowing for an approximate 30%
failure rate of the trainees, it appears that the licensee should have about the following numbers of licensed operato,rs available at the times indicated:

The letter states the licensee's long term goal to regain the capability to have a six-shift rotation, but notes that the numbers of licensed operators now available, including those licensed personnel i
who would not normally stand shift watches, is sufficient only to staff a five-j shift operation. This is a fall-back position authorized by subparagraph d of r

l February,1982, by tihich time the results of the re-examination of the three R0s and five SR0s who failed portions of the October,1981, examination should be available.
The licensee thus could staff a five-shift operation for restart with the numbers of operators now available by using licensed personnel not normally assigned to shift watches. The margin culd be slim. However, it is anticipated that the plant will not bc ready to restart until at least July 1982 because of steam generator problems. By that time, the numbers of licensed operators should have improved, as shown on the earlier table, such thdt a total of about 15 SR0s and 12 R0s should be available. These numbers are adequate to comfortably staff a five-shift operation and could be used to staff six shifts if personnel are used who would not normally be assigned shift watches. However, the licensee states that the shi't manning will be structured to minimize the use of nor.-operating staff personnel.
If non-operating staff personnel are used to assist in shift manning, licensee will assure that their normal positions are adequately covered by qualified individuals, such that use of these individuals as shift personnel does not have an unacceptable effect on plant safety.
Since the licensee's plans for shift staffing for restart are in accordance with the license conditions from the PID, and are in conformance with staff requirements for shift staffing as detailed in Section 13.1.2 of the Standard d
Review Plan, we find these plans to be acceptable.
