SUBJECT:

DELAY OF PREOPERATIONAL TESTS AT LASALLE In your letter of November 6,1981, you requested NRC approval for the delay of several preoperational tests until the startup test phase of operation. In addition, your letter of December 24, 1981 responded to some of our concerns in this area. As a result of our review of these two submittals, we have concluded that there is no technical problem caused by the delay of the preoperational tests listed in your letter as long as they are completed prior to entry into the conditions listed.

However, due to the extra workload on the testing and operations staff caused by performing preoperational tests during startup operations and to the fact that the technical specifications on administrative controls were not intended to cover such a situation, we conclude that extra precautions should be taken during the period in questien to assure that an adequate number of personnel are on duty to handle the workload at any given time.

Therefore, we plan to include the following condition in the LaSalle Unit I license:

concurrently with Unit 1 initial fuel loading or with the Unit 1 Startup Test Program to assure that the activity will not affect the safe per-formance of the Unit 1 fuel loading or the portion of the Unit 1 Startup Program being performed. The review shall address, as a minimum, system l

Mr. Louis 0. DelGeorge interaction, span of control, staffing, security and health physics, with respect to perfomance of the activity concurrently with the Unit 1 fuel loading or the portion of the Unit 1 Startup Program being performed.

The committee for the review shall be composed of at least three members, knowledgeable in the above areas, and who meet the qualifications for professional-technical personnel specified by Section 4.4 of ANSI N18.7-1971.

At least one of these three shall be a senior member of the Assistant Superintendent of Operation's staff.
