TESTIMONY OF RICK J. ANTHONY Q.1: Please state your name and your position with the Federal Emergency Management Agency.

My name is Rick J. Anthony.

My position is Emergency Management Specialist.

My professional qualifications are attached.

Q.2: What is the purpose of your testimony?

A:

The purpose of ray testimony is to explain the available warning system and means of evacuation of the Stony Pointe residential area in partial response to Contention 8 which reads as follows:

CEE is concerned over whether there is a feasible escape route for the residents of the Stony Pointe area which is adjacent to the Fermi 2 site.

The only road leading to and from the area, Pointe Aux Peaux, lies very close to the reactor site.

In case of an accident the residents would have to travel towards the. accident before they could move away from it.

Q.3: Have you personally visited the Pointe Aux Peaux Road and the Stony Pointe residential area?

A:

Yes, I.have visited both.

A:

Yes.

Q.5: Please describe the warning system available.

A:

The warning system is in the design stage at this time.

It is ny understanding that it will be installed prior to the plant becoming operational. The system will consist of at least fifteen 125 db rotating sirens and use of fire department vehicle mounted PA systems for alerting. The PA systems and the local Emergency Broadcast Station (EBS) will be used for dissemination of information and instructions to the public. The system design is intended to pro-vide essentially 100 per cent coverage on the land areas within the 5 and 10 mile radii of the Fermi II Nuclear Power Plant. The one central activation point will be at the Monroe County communication center.

In the water areas of the 10 mile radii, the U.S. Coast Guard has capability to notify commercial shipping, but would have to use helicopters with loudspeakers to reach private boats. During winter months, when the lake is frozen, the Monroe County Sheriff will dispatch snowmobiles to warn ice fishennen.

Q.6: Have you investigated available means of evacuating the Stony Pointe residents?

A:

Yes.,-

. Q.7: Please describe the available means of evacuation of these residents.

A:

The primary means of evacuation will be by privately owned vehicles.

Use of o! ouses is arranged to provide for residents in need of transportation. The school districts would first assure that the pupils under their care are safe. The school district within the affected area will provide their buses and drivers and will be assisted by nearby school districts, as necessary. The County De-partment of Social Services identifies and maintains a listing of persons with special transportation needs and provides assistance to them.

Q.8: Based upon your information about the mcas of warning and evacuation available to local officials, what is your opinion of the feasibility of the Pointe Aux Peaux Road as an evacuation route for the Stony Pointe residents?

A:

I believe the road is an adequate evacuation route.

Q.9: Please explain the basis for your opinion.

A:

The Pointe Aux Peaux Road is a two lane surfaced road. Attachment G to Appendix 1 of the Law Enforcement Annex to the Monroe County Radiological Emergency Response Plan estimates it has an hourly capacity of 1200 vehicles.

Within that plan, Stony Pointe is located in evacuation sectors "J" and "K".

The total population of these sectors is estimated to be 1,368 people (See Attachment I to Appendix 1 of the Basic Plan). The vehicular traffic generated from evacuation should be well within the road's capability. Attachment G.

Appendix 1, of the Law Enforcement Annex establishes a top priority for keeping the evacuation routes open.

It should be noted, also, that evacuation may not be recommended when sheltering in-place might be the appropriate protective action.

l PROFESSIONAL QUALIFICATIONS OF RICK J. ANTHONY Experience:

Since May 1981, assigned as FEMA Regional Field Representative to State of Michigan.

From April,1978, until May,1981, held planning positions in FEMA Region V and in DCPA Region 4.

From June,1971, until April,1978, was Disaster Preparedness Officer employed by the USAF with responsibility for. planning Air Force Base Disaster response, training the base Disaster Response Force and, during disaster response, being the principal adviser to the Commander of the Disaster Response Force.

From November,1968, until June,1971, as a civilian employee of the Department of Air Force, was a Logistics Planner with Headquarters.

Fifth Air force, serving Japan, Korea and Okinawa.

From September,1965, until November,1968, as a civilian employee of the Department of Air Force, was Disaster Preparedness Officer at a Strategic Air Command Missile base.

From 1960, until 1965, was State Manpower Service Officer employed by the Wyoming Employment Security Commission doing manpower mobilization planning and training in support of the Civil Defense Agency.

Specialized Training:

Various military and civilian courses such as Shelter Management Instructor, Radiological Defense Officer Instructor, Radiological Monitor Instructor, USAF Disaster Preparedness Officer Course, Chemical-Biological-Radiological Defense Indoctrination, Hazard Survey Team Instructor, DCPA Staff College, and Department of Energy Radiological Emergency Response Course.
