Mr. Robert Jeffries, of your staff, and I discussed these items on January 29, 1982. We will continue our review upon receipt of the information.
Our concern in processing your license application is the nuclear criticality safety of the three proposed storage locations for fresh fuel, i.e., the New Fuel Storage Vault, the Fuel Building Spent Fuel Storage Pool and the Upper Containment Fuel Storage Pool.
How do you propose to prevent the entry of low density moderator material (mist) into the new fuel vault during fuel loading and unloading operations? How many assemblies are potentially exposed i
to mist when the steel cover plate (s) over the vault is removed for fuel handling? You should also show that the Containment Fuel Storage Pool will be safely subcritical with the addition of mist or show.

If fuel is to be stored in the Control Rod Racks, a safety analysis should.be provided.
In the Fuel Building Spent Fuel Storage Pool, what are the spacings edge-to-edge and center-to-center in both directions? FSAR Section 9.1. 2. 2.1. 4 has only one value given. Provide drawings showing the stainless steel and boral. How thick are the layers and how much boron (gm/cc) is present in the boral mixture?
