gg Your staff has informed us that the re1aining tests and analysis associated with the hydrogen control and co hustion will be completed in ftarch 1932 and submitted by Aoril 15, 1982.
This constitutes an additional four months delay from our previous unde. standing on the progress of this program. The relaining tests involve important issues on hydrogen deflaqrations and mixing / distribution that need to be addressed in our Safety Evaluation Reports.
This delay is of considerable concern to the staf f since we are required to present our findings on the adequacy of the permanent hydrogen mitigation systens for the three ice condenser plants to the Comission; and also, obligated to inform the ACRS.
The Conaission was previously advised by the staff that we would be able to discuss our findings in April 1982. This was consistent with our Comission mandate, as defined in your license condition on Sequoyah, that we need to deternine the adequacy of the hydrogen control system prior to startup after the first refueling (estimated Sentember 1982 for Unit 1)..
For the above reasons, we request that you submit the following by February 25, 1982:
(a) Detailed realistic schedule for-the completion of the remaining experiments and analysis by your contractors as well as your independent analysis of the results.
(
(b) Explain the reasons for the delays and the basis for the new schedule.
