In Reference (1), the NRC requested that you include diesel generator fuel within your Quality Assurance Pmgram. Toledo Fdison Company responded to this request in Reference (2) by identifying the examination. procedures followed by your plant personnel with respect to the acceptance of diesel

. fuel at the facility. Other periodic examinations were also identified.

l Toledo Edison Company concluded that the system of inspections in place l

obviates the need to include diesel generator fuel or Regulatory Guide i'

1.137 in the Quality Assurance Program.

In Reference (3), the NRC requested that Toledo Edison Company either l

comply with -the position stated in Reference (1) or propose a Technical

[

Specification change to include requirements for sampling and analysis of diesel oil.in accordance with ASTM specifications periodically for each Diesel Generator Fuel Oil Storage Tank and also prior to transfer of fuel oil into these tanks.

A reply to Reference (3) was mquested by mid-May 1981. We have not yet received either your comitment to the posicion of Reference (1) or pro-posed Technical Specification changes.

Please provide, within 14 days of receipt of this letter, your schedule for resolution of this matter.
