Public Service Electric and Gas Company, Newark, New Jersey Docket Nos. 50-272 and 50-311 Salem Nuclear Generating Station, Units 1 and 2

IMPOSITION OF CIVIL PENALTIES - $40,000 By EN-81-32, dated September 21, 1981, the Commission was notified of IE's intent to issue a f:otice of Violation and Proposed Imposition of Civil Penalties in the amount of Forty Thousand Dollars to the Public Service Electric and Gas Company. This action is based on apparent items of noncompliance at the Salem facility which demonstrated inadequacies in the management of the licensee's physical security program. These items concerned the abuse of the licensee's photobadge systen by the site security force.
The licensee responded to the Notice in a letter, dated October 22, 1981. After consideration of the licensee's response, the IE staff concluded that the violation occurred. The licensee provided no adequate reasons for mitigation or remission of the proposed penalty. Accordingly, an Order Imposing Civil Monetary Penalties in the amount cf Forty Thousand Dollars has been issued today.
The Licensee and the State of New Jersey are being informed by telephone.
Since this matter has already been the subject of a news release, no additional news release is planned. Under the terms of the Order, the licensee may, within 30 days of the date of the Order, pay the civil penalties or request a hearing.
