An essential aspect of your radiological controls program at Three Mile j

Island is to minimize to the maximum extent practicable the occupational radiation exposures to personnel perfoming cleanup operations. Since June,1980, the "A" reactor building purge train has not been operable j

because of needed minor modifications to electrical interlocks.

numerous occasions over the past several months, we have discussed with you and your staff the importance of restoring the "A" train to operable status.

Consequently, cleanup operations have been proceeding with only 4

the "B" train. If the "B" train become:; inoperable, then either cleanup activities in 1% reactor building must be terminated or personnel would

experience higher than necessary occupational exposure.

10 CFR 20.103 requires, in part, that licensees shall use engineering i

controls to the extent practicable to limit concentrations of radioactive materials in air. We believe that the use of a reactor building purge is appropriate and practicable in satisfying this part of the regulation.

Incidents such as the event of January 28, 1982, when the "B" train became inoperable due to an electrical problem directly impacts on your planned operations, and did in fact result in a cancellation of your planned reactor building entry for that day.

There has been an undue delay in perfonning the required maintenance on the " A" train. We understand that it is practicable to restore the "A" train to operable status, and that it can be done in a timely manner.

It is our position that this action should be taken promptly.

Consequently, please inform this office by February 19, 1982, of your planned actions, including schedules, to restore the "A" train of the reactor building purge system to operable status.
