BEFORE THE UNITED STATES NUCLEAR REGULATORY COMMISSION In the Matter of  :

Docket Nos. 50-277 PHILADELPHIA ELECTRIC COMPANY  : 50-278 APPLICATION FOR AMENDMENT OF FACILITY OPERATING LICENSES DPR-44 & DPR-56 Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Atomic Power Station Unit Mos. 2 and 3 respectively, hereby requests that the Technical Specifications incorporated in Appendix A of the Operating Licenses be amended by revising certain sections as indicated by a vertical har in the margin of the attached pages 240f, 2409, 2401, 240k, 2401, 240m, 240n, 2400, 240p, 240q, 240r, and 240s. The material shown on pages 240n, 240o, 240p, and 240g c of the current Technical Specifications is presented on re-numbered pages 240t, 240u, 240v, and 240w respectively.

Licensee is in the process of improving fire protection measures at the Peach Bottom facility. These improvements include modifications to the fire suppression systems and detection systems, and several miscellaneous modification to upgrade fire protection. The design of these modifications is described in correspondence dated December 20, 1978, February 16, 1979, February 21, 1980, and March 20, 1981;(S. L. Daltroff, Philadelphia Electric Company to T. A. Ippolito or D. G.

Eisenhut, NRC). NRC approval to proceed with these modifications was granted in the Fire Protection Safety Evaluation Report, dated May 23, 1979, and supplements dated August 14, 1980, September 15, 1980, October 10, 1980, and November 18, 1980; and in 10 CPR Section 50.48, as amended. Accordingly, Licensee hereby requests approval of the proposed operability and surveillance requirements for the subject modifications with an effective date of three months following NRC issuance of license amendments in accordance with this application.

Additionally, Licensee hereby requests a reduction in the testing frequency of early warning detection systems as shown on revised page 2401 of the proposed Technical Specifications. The proposed revision would reduce the testing frequency from semi-cnnually to annually unless repeated failures indicate a need for more frequent testing. The large number of smoke / heat detectors recently installed throughout the Peach Bottom facility necessitates a nearly continuous testing program to demonstrate i

the audible alarm function. Decreasing the testing frequency will reduce the repetitious exposure of plant personnel to the audible alarm, and therefore, increase personnel awareness of fire alarms reflecting a real smoke or fire situation. For this reason, as well as the reliability of the early warning detection cystems installed at Peach Bottom, the requested adjustment in the testing frequency is appropriate.

Additionally, Licensee hereby requests a revision to the fire hose hydrostatic testing frequency specified in the Technical Specifications to conform with the current testing frequency of Peach Bottom fire hoses as required by 10 CFR 50, Appendix R, paragraph III.E.

Pursuant to 10 CPR 170.22, " Schedule of Fees for Facility License Amendments", Philadelphia Electric Company proposes that this Application for Amendment be considered a Class III Amendment for Unit 2, and a Class I Amendment for Unit 3, since the proposed changes are deemed not to involve a significant hazards consideration.

The Plant Operation Review Committee - and the Operation and Safety Review Committee have reviewed these proposed changes to the Technical Specifications, and have concluded that they do not involve an unreviewed safety question or a significant hazard consideration; and will not endanger the health and safety of the public.
