.FOR DAVIS-BESSE NUCLEAR POWER STATION UNIT NO. 1 Enclosed are forty-three (43) copies of the requested changes to the Davis-Besse Nuclear Power Station Unit No.,1 Facility Operating License No. NPF-3, together with the Safety Evaluation,for the requested change.

The proposed changes include Section 4.6.1.5.

Change to Davis-Besse Nuclear Power Station Unit 1, Appendix A Techaical Specifications, Section 4.6.1.5.

This change is to be effective upon NRC approval.

B.

Reason for Change (Facility Change Request 81-288)

The existing Technical Specifications allow for the averaging of' these containment temperature readings, even if one of the temperature detectors / containment air coolers is inoperable.

This results in inaccurate and unreliable temperature measure-ment.

C.

Safety Evaluation e

The safety function for Tech. Spec. 3.6.1.5 is to assure that the containment average air temperature does not exceed 120 F.

This temperature is used as the initial containment air temp.

for emergency core cooling system (ECCS) analysis calculations.

The present Tech. Spec. Surveillance Requirement 4.6.1.5 requires.

that the three containment air cooler inlet temperatures be averaged to determine the average containment temperature.

However, Tech. Spec. 3.6.2.2 requires that only two containment -

air coolers be operable in Modes 1, 2 & 3, and two coolers are normally operating at Davis-Besse in these Modes.

In order to properly measure the containment air temp. using the temp.

elements in the containment air cooler inlets, the cooler fans should be operating. Therefore, the temperatures at the inlet to only the operating air coolers should be used to determine the average containment air temperature.

This Tech. Spec. change improves the accuracy of measuring containment air temperatures, and it does not create an unre-viewed safety question.
