Dear Mr. Palladino:

It is my understanding that you and the rest of the NRbrebeing',
asked to allow P.G. & E. a license to test Diablo Nuclecr Power Plant.
My family and I wish you to know, before you give this license, that the people of California and San Luis Obisbo in particular do not want, or need another dangerous nuclear plant on line. The protestors of 1981 showed, among other things, that the plant cannot be secure from outsiders. The plant has already cost P.G. & E. customers a great deal to build. Once a minor or major accident occurs, those costs wil be added to the alreacy overburdened P.G. & E. customers' bills.
Consider the design problems, safety hazards, and possibility of a major earthquake in that area. Consider also the accidents at T.M.I.
and the recent one in Rochester. After careful consideration I would hope you will agree that Diablo is an unnecessary risk to the state of California and also to thn entire nation.'
