Gentlemen:
This refers to the routine safety inspection conducted by Drs. M. J. Oestmann
and S. Rozak of this office on January 12-15, 1982, of activities at the
Donald C. Cook Nuclear Plant, Units 1 and 2, authorized by NRC Operating
Licenses No. DPR-58 and No. DPR-74 and to the discussion of our findings with
Mr. W. G. Smith and others of your staff at the conclusion of the inspection
and by telephone with Mr. Smith and others on January 22, 1982.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and in-
terviews with personnel.
No items of noncompliance with NRC requirements were identified during the
course of this inspection.
We are concerned about the extent of your disagreements found in our
comparative measurements as discussed in Paragraph 7 of the enclosed inspec-
tion report.
It is our understanding that you will meet the commitments
stated in the exit interview (Paragraph 8) to improve your capability in
this area. After these are completed, we plan to evaluate your corrective
actions by making additional comparisons.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC's
Public Document Room.
If this report contains any information that you (or
your contractors) believe to be exempt from disclosure under 10 CFR 9.5(a)(4),
it is necessary that you (a) notify this office by telephone within ten (10)
days from the date of this letter of your intention to file a request for
withholding; and (b) submit within twenty-five (25) days from the date of
