This refers to the routine safety inspection conducted by Mr. K. Plumlee of

this office on April 14-17 and June 1-5, 1981 at the Maine Yankee Atomic

Power Station, Wiscasset, Maine of activities authorized by NRC Licensa No.

DPR-36 and to the discussions of our findings held by Mr. Plumlee with Mr.

E. Wood and others of your staff at the conclusion of the inspection, and

to a subsequent telephone discussion between Mr.- Plumlee and Mr. G. Pillsbury

of your staff on January 12, 1982.

Areas examined during this inspection are described in the Office of Inspection

and Enforcement Inspection Report which is enclosed with this letter.

Within these areas, the inspection consisted of selective examinations of

procedures and representative records, interviews with personnel, measurements

made by the inspector, and observations by the inspector.

In addition, our inspector examined those activities conducted under your

license relating.to the subject covered in your letter to the Director,

Region I, dated August 4, 1978.

Based on our inspection findings and the

January 12 telephone conversation referenced above, we understand you will

maintain procedural controls to assure adequate shielding, barricading, and

posting of the actual and potential high radiation areas associated with

fuel movement through the fuel element transfer tube; and to assure the

removal, prior to resuming reactor operation, of each of those items not

shown by a safety evaluation to be acceptable during reactor operation.

If

our understanding of your actions is incorrect, please notify this office

within thirty days of the date of this letter.

Within the scope of this inspection, no items of noncompliance were observed.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure (s)

will be placed in the NRC Public Document Room unless you notify this

office, by telephone, within ten days of the date of this letter and submit

i

written application to withhold information contained therein within thirty

days of the date of this letter.

Such ap lication must be consistent with-

the requirements p 2.190 b)(1 .
