Request for Infomation The Houston Lighting & Power Company (HL&P) is the holder of Construction Pemits Nos. CPPR 128 and CPPR 129, issued on December 27, 1975. These pemits authorize, in accordance with their provisions, construction of the South Texas Project, Units 1 and 2.
Over the past few months several significant changes in the engineering and construction management responsibilities have occurred,v' and questions have been. raised concerning the adequacy of the design for the facility.
On May 7,1981, HL&P received a consultant report (the Quadrex report) comis-sioned by HL&P, which raised numerous questions related to the adequacy of the design control for the South Texas Project.
On September 24, 1981 HL&P announced a decision to replace their Architect /
Engineer (AE), of record, while continuing the arrangement with the AE as the Constructor. On November 5,1981, HL&P announced that they were unable to reach agreement with their AE to continue as Constructor. HL&P has infomed the NRC that they have entered into an agreement with Bechtel Corporation to assume the responsibility as AE and for construction management, and that a new Constructor will be named in the near future. Construction activities at the~ South Texas Project have been suspended by HL&P.
In order for the Comission to carry out its responsibilities to inspect the activities authorized by CPPRs 128 and 129 and make its statutory determination that it has reasonable assurance that the South Texas facility hcs been con-structed in accordance with applicable requirements, the NRC requires accurate 8202190102 820212 PDR ADOCK 05000498 A

of the matters raised in the Quadrex~ report. In view of the information i
contained in the above, paragraphs, the NRC believes it may no longer have 1
i adequate infonnation to inspect the design and construction of the South Texas facilities.
Accordingly, in order to determine whether CPPRs 128 and 192 should be modified, or suspended, HL&P is requested to submit to the Administrator, NRC Region IV, the following information in writing and under oath or affirmation pursuant to Section 182 of the Atomic Energy Act and 10 CFR 50.54(f) of the Commission's regulations:
(1) Describe the organizational structure and relationships among HL&P, Bechtel, and the Constructor with respect to responsibilities for quality assurance, design review and design verification; (2) Describe the proposed program, including scope and sc.
.iule, for resuming safety related work; (3) Describe the corrective actions for substantive issues raised in the Quadrex report, and provide the rationale for eliminating any issues for which no corrective action is to be taken.
The information requested above may be submitted incrementally. However, the incremental work packages must be submitted at least 60 days prior to the scheduled resumption of the specific safety-related work.
The responses directed by this letter are not subject to the clearance pro-cedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
A copy of this letter will be placed in the NRC Public Document Room.
