SUBJECT:

GUARD TRAINING AND QUALIFICATION-PLAN - HADDAM NECK PLANT The Commission has issued the enclosed Amendment No. 46 to Facility Operating Licensing No. DPR-61 for the Haddam Neck Plant in response to your submittals dated March 31, 1981 and November 17, 1981.

.The amendment modifies License No. DPR-61 to include a requirement to maintain a Guard Training and Qualification Plan to be fully implemented in accordance with 10 CFR 73.55(b)(4) within 60 days after this approval by the Commission. All security personnel sh&ll be qualified withinitwo years of this approval.

We have completed our review and evaluation of the Haddam Neck Guard Training and Qualification Plan and have concluded that the plan, when fully implemented, will meet the requirements of 10 7,cR 73.55(b)(4) and Appendix B to 10 CFR 73. We, therefore, further conclude that this Plan is acceptable.

Changes which would not decrease the effectiveness of the approved Guard Training and Qualification Plan may be made without approval by the Commission pursuant to the authority of 10 CFR 50.54(p).

A report con-taining a description of each change shall be furnished to the Director, Office of Nuclear Reactor Regulation, U. S. Nuclear Regulatory Commission, Washington, D. C.

20555, with a copy to the appropr.iate NRC Regional Office within two months after the change is made. Records of changes made without Commission approval shall be maintained for a period of two years from the date of the change.

This amendment applies to the Guard Training and Qualification Plan and, therefore, does not authorize a change in effluent types or total amounts or an increase in power level, and will not result in any significant environmental impact.

Counsil January 29, 1982 concluded that this amendment involves an action which is insignificant from the standpoint of environmental impact and pursuant to 10 CFR Sl.5(d)(4) that an environmental impact statement, or negative declaration and environ-mental impact appraisal need not be prepared in connection with the issuance of this amendment.

Since the amendment adds a license condition to include the Commission-approved Guard Training and Qualification Plan to the license, it does not involve a significant increase in the probability or consequences of an accident, does not involve a significant decrease in a safety margin and, therefore, does not involve a significant hazards consideration. We have also concluded that there is reasonable assurance that the health and safety of the public will not be endangered by this action and that the issuance 'of this amendment will not be 'nimical to the common defense and security or to the health and safety of the public.

We will continue to withhold your Guard Training and Qualification Plan and related materials from public disclosure in accordance with the provisions of 10 CFR 2.790(d).

A copy of the Notice of Issuance is also enclosed.
