REVIEW STATUS: Complete 1Xeg yG(N' Region III has completed its review of the applicant's letter date February 3, 1982, in response to an open item, concerning previous opera-ting experience, that was identified in my January 13, 1982, memorandum to you. The applicant's position and our comments are contained in the enclosure. Your staff received a copy of the applicant's commitment on February 3, 1982, and it will be addressed in the SER.
The commitment contained in the applicant's February 3, 1982, letter regarding previous PWR operating experience should be made a license condition.
This supplement, along with the supplement submitted in my February 9, 1982, memorandum to you, completes our review of the Byron application.

dyron Initial Operating Staff Previous Experience At least one individual with previous operating experience will be available on each operating shift at Byron I for one year following initial criticality to include the attainment cf a nominal 100% power. Previous operating experience will be established in one of the following ways:
(1) previously licensed to operate a commercial PWR, (2) previous experience in the startup of a commercial PWR.
Conclusion We find the applicant's position to be acceptable, as it provides for sub-stantial operating experience on each operating shift to aid in the diagnosis and mitigation of abnormal plant conditions which could arise during initial plant startup and power ascension. Additionally, this experience will be provided for at least a year, thereby allowing a reasonable period of time for licensed individuals without previous commercial PWR operating experience to acquire familiarity with plant response under a variety of operating conditions.
