Dear Hr. Barton:
Our letter to you (B.J. Snyder to J.J. Barton dated December 31,1981) requested a meeting to discuss several aspects of your fire protection program. This meeting was held in your offices on Jar.uary 26, 1982, and allowed a useful exchange of technical information to occur. However, one item discussed at the meeting, and also in two subsequent occasions with J. Larson of your Licensing Staff, needs further action on your part. I have not been able to obtain any firm comitment from GPU with respect to a schedule for installation of smoke detectors inside the reactor building. It is our understanding that your organization has agreed that the detectors are an important aspect of the reactor building fire protection system. Yet there appears to be an inability of your organization to commit to an installation date, and a date for the operability of the detectors. While we have agreed that you can provide closed circuit television surveillance in lieu of the detectors for the upcoming Decontamination Experiment, the installation of smoke detectors inside the reactor building must remain a high priority item.
We consider these smoke detectors to be a necessary and integral part of the reactor building fire protection syst n, and we request your schedule for installation and operation by February 19, 1982.
In ;the' January 26, 1982, meeting you also agreed that the fire hazards analysis will be divided into a submittal for the reactor bulloing and a submittal for the balance of the plant. You also informed us that you are obtaining an outside contract for this work and that the contract should be awarded by mid-February.
However, we are still concerned that you have not comitted to a date for the reactor building submittal. Therefore, we are requesting that you provide us with an estimated completion date, also by February 19, 1982, for the reactor building segment of the analysis. This date should be well in advance of the June 15, 1982, date anticipated for the submittal of the remainder'of. the' fire hazard analysis.
