.2 DUKE POWER COMPANY McGUIRE NUCLEAR STATION RESPONSE TO IE INSPECTION REPORT 50-369/81-37 AND 50-370/81-21 Violation 50-370/81-21-01, Severity Level V:

10 CFR 50, Appendix B Criterion V and the accepted QA Program Section 17.2.5 requires that activities affecting quality shall be prescribed by documented procedures and that these activities shall be accomplished in accordance with these procedures. The accepted QA Program Table 17.0-1 states that the licensee conforms to Regulatory Guide 1.39 (Revision 1) which endorses ANSI N45.2.3-1973.

Station Directives 3.11.0, Housekeeping and Cleanliness, Revision 7 dated April 1981, implements the cleanliness and housekeeping program and states, in part, the following for zone 4esignations of Level IV: smoking or use of tobacco products is not permitted.

Contrary to the above, activities affecting quality were not accomplished in accordance with the approved procedure in that the following item was identi-fled during the inspector's tcur of various plant arer. on December 2, 1981.

Various Level IV cabinets (Relay Racks) in the control room had cigarette butts in the bottom on the cabinetc.

RESPONSE

1.

Duke Power Company agrees that the violation occurred as stated.

The violation was a result of insufficient emphasis concerning housekeeping requirements to an on-site vendor in addition to the absence of sufficient quantities of ash trays in the Level IV. area in which the cabinets are located.

The cabinets were immediately cleaned, and ash trays have been placed in the area. The suspect vendor, all his personnel, and all Construction Electrical personnel have been reinstructed concerning their responsibilities to maintain cleanliness and.

housekeeping levels as designated. Additionally, the fire hazard associated with cigarette butts in electrical cabinets has been re-emphasized. To date, no additional violations have been found.

All electrical cabinete are now checked for cleanliness at a minimum of two-week. intervals by Electrical craft personnel.

Additionally, the cabinets in the Control Room _are checked on a periodic basis by Construction Quality Control.

5.

The station is presently in full compliance with the station directives in this area.
