Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 Inspection Report 81-26 (Ril:ALC)

Dear Mr. O'Reilly:

Florida Power Corporation offers the following response to the violation listed in the subject inspection report.

NOTICE OF VIOLATION Environmental Technical Specification 5.6.1.A(2) requires that data missing from Volume 2 (Radiological Volume) of the Annual Environmental Report shall be submitted as soon as possible in a Supplementary Report.

Contrary to the above, the licensee failed to meet the requirement of the specification in the following instances:

1) Supplementary Report to Volume 2 of the Annual Environmental Operating Report for the period ending December 31,1979, has not been submitted.
2) Supplementary Report to Volume 2 of the Annual Environmental Operating Report for the period ending December 31,1980, has not been submitted.

Response

Florida Power Corporation accepts the violation as stated. This violation occurred partially due to establishing priorities which did not emphasize the requirement of completing supplemental reports in a timely manner. Responsibility for the Crystal River Unit 3 Environmental Radiological Monitoring Program has been assigned to a position within the on-site nuclear support group. The individual holding this position is responsible for ensuring timely completion of the reports. Since this responsibility was assigned, both 1579 and 1980 Supplemental Reports have been completed and were submitted to the NRC on December 9,1981.

Additionally, the results of the strontium samples take considerable time to properly analyze. Since the results were significantly anomalous, it took even greater time to resample, reanalyze, and to reccarch probable causes. This research has only recently been completed.
